per refer you will make around 50$ and u want to spend 500$ seriously??
500 it's only maximum bid I can offer, with a real click, its price is much lower. I think someone who has a higher maximum cpc will get impressions in the top.

have You looked into keywords planner for the forecasted cpc on Your keywords?
I would also recommend using GeoClever/SERP to look up other Ads online if You are targeted a region that You are not in.
Ad Rank is based on 3 most crucial factors - Landing Page, Ad, Expected CTR.
Make sure Your ads have a keyword in headline 1 and description 1. Use as many different extensions as You can. Match Landing Page copy with ads and keywords. Make sure that Your Page is loading fast, especially on mobile. Do not bid $500 as it makes no sense. Go for manual CPC, accelerated spend.

$50 for hosting is already way beyond crazy, especially since he's earning an affiliate commission. It looks like he's about to burn his money if he doesn't read more about Adwords.
140$ per refer. I can spend
Landing page - default a2 hosting. Yes planner showing I got 5k clicks, but nothing.
Hosting pay 140$/lead for 30+ refferals montly.

Each clicks does not warrant sales. It usually takes quite a number of clicks before sales happen. Even if keywords are highly targeted, it still takes a lot of testing to see which keyword yield you a positive ROI. And this requires collection of click data. Which takes time.
I can spend 1000 and get back 700 or more, it's OK.

Instead of running ads you can try this following things to get some customers to you:-
1) Join in blogging facebook groups and promote your hosting service with some good discount.
2) Offer good commissions to top bloggers when they join and make their students join into your service you both will get profits.
3) When you contact them the Top bloggers will recommend your service in their blogs by giving some discounts.
4) Take list of web development companies and explain about your service and give some special discounts they will surely use your service.
5) Do facebook ads instead of google ads.
