How to promote email submit offers??

I have just one simple question.
When you promote an email submit CPA offer with BH techniques, is your primary goal to just make your traffic input their emails or you also try to send traffic that will actually buy something from the advertiser after they input their email?
Since the traffic is BH, 99.9% won't do nothing more than input their emails and then forget about the offer. If you make 50 dollars a month with such traffic with a CPA offer, what are the chances that you'll get banned?

I'm very curious about all this as I have traffic that converts perfectly on email submits but obviously it doesn't bring money to the advertisers.

Good question. It is my understanding most CPA networks will decrease your payout once they analyze your traffic. Dont know about getting banned, but most will decrease it.

Another question. What is the standard procedure of sending fake traffic to lower the conversions on email submit offers or any other CPA offer?
Do you use a double meta refresh/fake the referrer and automatically redirect to the offer or you just direct the fake traffic to your landing page and hope that somebody will click on the offer link?

I have a few mailers who buy their hosting from me, and they paid me to setup a double meta refresh system to help them promote their email offers. We buy US only traffic, send it through my system and on to their offers. The system uses geocoding to insure that no IP address sees an offer more than once, and has a click/cap system that delivers to the offers in order of percent complete. Its all php based, and is great help to them I am told. I recently even added the tracking images to the refresh page, so they register opens as well as clicks.
