How to prevent Google to index # URLs

I am using Table of Contents WordPress plugin to automatically generate TOC.

It will use # in URL to go to that particular section for e.g. blackhatworld.com/this-is-my-page/#ThisIsHeading1

Problem is Google is indexing those # headings which I don't want as it is not generating me any clicks. I just want Google to index the page. How do I prevent Google from indexing #?

I don't think it's possible (and I can't find answers in google either, so...)

This is the first time I am seeing such a thing. Google typically will send the user at such an URL when it's needed. So, you don't need to do that yourself.
