How to prevent Frauds Lead?

Hi!
I have mobile app with multiple Networks.
But i got problems with my users, they change ip and devices... Then they lead high pay offers.
I can not detect them, and my Net got ban.
Please give me some advices.

We needs more details , how the lead converts exactly ? requires download and install ? pin required ? world wide or geo ? ...etc , anyways generally :

1. IP address of that converted leads : is residential or belongs to data center (proxy-paid server) ? even if the cheater use residential ip with dynamic ip address from his ISP , you could catch by certain ISP leads frequency .

2. user data tracked : user agent , cookies , mac address ...etc , while all of that could be cheated also , but will make it much harder for cheaters to do and will lower fake leads percent .

may know which platform do you use for tracking leads ?

Example:
- NativeX have mobile Strike lv 10. They only lead this offfers.
- They change all information.
- Here records data of 1 cheater. Everything different.

2. About number 2, can you give me some details, i am newbie :)

If you're using a tracking service like Tune or Adjust then they have built in fraud features you can use to help with this.
