how to ping backlinks using RSS?

I have read about the method far to many times, so I have only one conclusion. I'm a retar*d, so can someone please explain it to me please in slow mo?

Lets say that I have made a comment on a blog, for example If I made a comment on my friends blog and I want Google to find it. What do I do?

I have used pingomatic, but that is to ping my blog, And not the blog that I have made a comment on... I really don't understand this.

So please help!

1.Collect your backlinks.
2.Create rss feed with all your backlinks on rss.icerocket (google it)
3.Then submit it to rss aggregators and ping it. I use PingStudio which is shared in member download area.
4.Bookmark your rss feed.

Another method:

1.Create a blog on blogger.
2.Post all your backlinks there
3.Post 1 high PR link to that blog
4.Ping, bookmark your blog
