First way is to register with a university email, you will have a PVA without using a phone number. This way is unfortunately available only to americans.
Second way is to find someone who provides phone verified PVA's cheap, these are easy to find since in many countries (mine for example) a sim card's price is 2-3$

I see, so the people who can make money are the ones who live in countries where creating the PVA will cost cents and resell them for $1+

Yup. But I am currently selling accounts and soon going to pay for a thread for cheap verified facebook accounts. That's the cheapest method possible.
