How to pass the cloak on PPC websites?

Hey everyone!
Need an advise, what is the best solution to pass the cloack on PPC websites when it requires a local ip to be able to see the real site?
VPN most of the time doesn't pass.

Anyways, the actual real visitors (who click on the ads) will not be using VPNs, they will be using their local IPs (residential / mobile), so they will go through and get to the real site (money page).

Yes of course, i mean that i would like to do it too to be able to check the competitors sites, so need to find a solution to have a local ip's in different geos basically
