I would go for Blog commenting.
visit followlist.com and go to the categories of Do Follow blogs.

You got to make strategy that this is the work which you will do yourself and this is the one which you will get outsourced based on the amount of time involved.... also you will have to think about how much benefit you will get out of the outsource work?

Ya also.... Do not follow what every other individual is doing...

For eg- directory submissions have never worked for me.... I rate them very low..

Getting back links from those site which are similar to your site... and does not have much of outbound kinks are the best way of getting back links..

make a link wheel... use article submissions for it..

check the technical errors for it...

and also when you out source the work... also try to get some guaranty of ranking... just do not out source it like- "do 10 article submissions and 10 back links"... rather try giving a responsibility as well.
