Most seo companies who claim to provide top class service are found wanting later. So, i would suggest that dont outsource untill you get some reference to a company with good records..

First it important to understand that how to build links yourself. Then you can outsource to freelancer but its important to know the right cost which can only be known if you yourself know the effort that is required to build links.
