How to optimize an article?

Hi, I'm new to SEO and BHW. An article I wrote for my local paper that was published on the newspapers website is currently not even ranked by Google after some failed linked building techniques. How can I bring this article to the first page of Google? Thanks!

the website might be penalized they may have a dark SEO past

A newspaper website that doesnt get its articles indexed is doing something horribly wrong.
Usually, a few social media posts should be enough to make google crawl your article

The quality of the content may be in question. Try checking the quality of the content, maybe readers ain't gonna bother reading it. IDK, but it helps though. Then proceed to the tech stuff.

Did you check the article from the point of view of originality? less than 85% isn't good enough.

The best way to drive traffic is social media channel. So, share your post on all social media channels viz. Facebook, Google+, LinkedIn, Twitter etc. and also bookmark that link on bookmarking websites and appeal for voting to the users, By doing these activities will help to get your post on higher position.
