I think the easiest, safest and most effective way to have multiple accounts on any site is to use the Anti Detect browser, any reliable option, and now there are many. Simply put, in this browser you can create an unlimited number of unique browser profiles, each of which is a unique digital device, like another computer. If you set up a proxy in each such profile, you will be a completely different person for Facebook and other sites. In this way, you can create at least hundreds or 1000 accounts and manage them safely.

Buy a proxy and create a new email on that proxy. Leave it for 3 days
Come back and assign a FB account with that email
Set up location, work, and DOB first
Add only 2 friends on the 1st day

You can use real IP and real phone number for create multiple accounts. Cuz if you add phone number, the locked chance is very low.
