you can not , even if you bypass it at the begining , google will lock your account and asked you to add a number , so sooner or later you ll need a number , otherwise try some other providers , like outlook ,

in 2025 is not possible to create it , if you an abused number in the creation your account can be locked , so always fresh numbers

Create a gmail without a phone number (it's entirely possible).

If stuck to sms and you tried many numbers but still getting error, nothing can with that, better to create new one.
