Did you see openID sites have a very high PR? What requirements, scripts and special authorizations someone should have to open an openID site?

Some info and/or idea?
 
Advertise on BHW
they have high PR because of backlinks that they have because of their REAL users.

a part from that, i don't think you need a lot to be a openID provider - just tech knowdlegde
