how to open a proxy server on android?

hey im trying to do a stealth to open new account new ips etc

buying new phone number and opening a server on android sound good
but i cannot make it happen

i tried apps
Android Proxy Server
Every Proxy
ProxyDroid

but im just getting proxy on private ip like
10.69.169..

tried to use the external ip i have on the android but no reply

1) any solution for opening a proxy server on android?
2) any solution for getting a residential ip address in Israel for reasonable price? 500gb mobile plan cost $9/mo
