If you can hire VAs that can do pretty much anything, you can start a full-on agency (web design, graphic design, article writing, video creation etc).

It will definitely depend on their skills set and what they can do. If I had that kind of resource, first thing I'll do is to start a content writing agency (after training each VA)
You can offer hand-written content for web 2.0s, PBNs, etc as the quality need not be great in such cases. In addition, you can train your VAs to create web 2.0 and other link building methods and then sell those.

What kinda skills they have? I also have access to very cheap VAs but they can't even write one line in english without making grammatical mistakes.

Hmmmm... It would be better to hire cheap VAs in the Philippines because their English is more good compared to other countries who are also offering cheap services like the Philippines. English is their second tongue because we (Americans) colonize them during World War. I've got good VAs with good english for $200.
In regards to the question, maybe you can offer SMM to manage Social media comments and stuff or link building. (it is so popular these days).

Step2: Hire the Va's that they find and fire the current VA's that you had
Step3: Repeat the top 2 steps until you get the cost down to nothing
Step 4: Assign all of the free VA's the following task:
"Create something bigger than google"
Step 5: Even if 99.9% of them fail you'll still have like 7 things bigger than google

Interested too... I know VAs from 0,8 Per Hour... following
