What if I can't get this traffic for a tier 1/2 country, how can I monitize?

Try adding a LinkTree URL as the website for the account. On the LinkTree page include links to a Cam site and maybe a "fan" page with extra content. You can even include a PayPal link for "tips."
Just make sure you have content to provide if you use a subscription service.

umm for 3 tier it's better to sell them things from local, i mean find someone in your country that selling courses or product's or anything like that ! then contact him to be affiliate with him, or just resell them product locally that they like to buy, you know your audiences better than anyone else !
