you can try PPD or CPA + content locking, so you lock the movie and people need to complete offers to unlock and play the movie. You get paid for the offers completions
however it will be hard to find CPA networks accepting movie traffic, so you may need to use custom content locking solution to hide/fake your traffic sources..

Try content locking using PPD networks. They would usually won't have a problem. Also I wonder whether you are hosting the movies yourself?
Look into a "pay per download" or CPA offer where a visitor can download and install a movie/tv show related toolbar. I remember maxbounty having one sometime ag

Content locking with CPA offers would be the best idea. But if you are unable to get yourself accepted into CPA networks, you might try out the PPD networks.

Aside from the above selections, could you not have a confusing 'download' button that will take them to an Amazon version of the movie? Got your tracking code on their computer, they'll still come back for the download, and you'll make some dough if you have enough visitors.
