You have many options to monetize;
1. Fiverr,(very cheap)
2. Search on Google for "Sell Instagram Shoutouts" some websites will come up, go there and sign up, someone would buy from there.
3. You can try to Direct Message people who you think will buy a Promotion .
4. CPA (Saw some B-hatters have success with it.
And there could be more which i don't know. Hope i helped a bit

Just following and unfollowing will take you a lot of time.
Let the people do the work for you:
- Post pictures where they have to tag friends etc
- Get a bigger account to shout you out
- Use a bot
Ways to monetise:
- Shoutout others for some money
- Do some real/fake giveaways through CPA/PPC
- Try to link it with something bigger for ex a website you own where you sell CB products
These were just some things that came up in my mind real quick.

I have a couple IG accounts in a couple niches where engagement is very high as compared to other niches (not hard to guess these niches at all.) What I did was create a couple simple websites, rip some articles off of Ezine, change them a bit manually, and slap them on to the websites, I linked the websites to the Bio's of my accounts, and started to mildly promote them by pictures too (like watermarking the images with my sites' links and such). I made money using adsense but every now and then I launched a new T-shirt related to my niches on Teespring and promoted it on both my website and accounts (by uploading the picture of the shirt to my accounts and telling to check it out through the link in my bio). I'm making between 10 - 25 sales every week per account, as I launch a T-shirt weekly or after every 5 days or so, and Adsense earnings add up too. So far, this has been an awesome monetization method for me, haven't lost any engagement either , because I'm advertising mildly and "stealthly" If you do it right, Instagram can be a great source of income.

Yeah, I noticed that you can sign up to sell shoutouts on some websites but they don't seem to accept new comers very often.
I don't see how direct messaging people is going to be much good with 29.1k, right now I've decided to purchase followliker to see if i can get some automated growing working.
Right now I feel as though my target audience wouldn't really sink into the whole CPA, they seem to be more girl followers and teens than anything, but its something I would love to try in the nearby future.

I started out straight away with pictures where they tag friends etc. it seems to be working well that way but follow/unfollow seems to be working best, with your idea of the bot I have opted in for the followliker so I can see how that works.
I'm trying to avoid shoutouts at the moment as all my followers are targeted, getting a bigger account to shout me out in my niche is probably going to be $60/hr haha, something I'm not keen to spend right now when i can manually do it or get followliker working properly.
I hope that when I reach 50k+ that I have the ability to shoutout people.
Giveaways with CPA will just result in my followers unfollowing the account, they're more like teenage girls.
I've thought about opening a little web-store, one thats invested in by myself as I'm a designer / graphic and web so it won't be difficult.

Adsense is top of my list right now, I feel as though that can be beneficial for my growth and monetising ways. Although I am only on 29.1k and don't feel as though I'm going to get a massive impact yet, I have a total reach of around 35k followers now including another account in a similar niche which is targeted at women/teenage girls.
