You can also comment on other people's blogs. Its tedious but that will get you started with 0 dollar budget. Make sure the comments are of quality and relevant comments though. Otherwise they will just down right delete your comments

For white hat websites, there are people willing to give you traffic leads for under 3.00 for 1,500 unique visitors. They take paypal so it's convenient if you dont have a bank account.

whenever i launch a new website i used to stumble and digg. after a week i get quite number of unique hits and slowly soars down. but in the meantime i use of all sort of backlink building seo techniques and bring up my sites at top ten on three major SE's.

the above only applies to fun and entertainment oriented websites, because those stuff reach audience quickly. until now i have not made any success with other niche's and trying to find out the reason...
