Sure it's possible.
If you mean doing the whole following/unfollowing process as well, it is possible; however, it would take quite some time for 10 accounts. If you're using a bot to do the following/unfollowing process then yes, you can manage 10 accounts via your phone.
I'd say it would only take 3-5 minutes to post on all 10 of the accounts.
I'm currently using my phone to manage 4 accounts at the moment. I'm using a bot (GMT2) to do the follow/unfollow process at this time though.
