How to make own Advertisement?

So i would have to make own advertisement for one site.
There is lot's of sites what provide feature to make own advertisements but i have to pay money from those. (i skip those)

I am thinking about canva, but do you know any software's or any other's what i can use with my PC.
Mostly for simple format would by JPG - PNG - GIF advertisement and some of this sizes below:
