To resolve this matter, you should really look at the way you are setting up your account and second most important matter is the content you are working on. If you are working on normal content, it may take some time for TikTok to understand the type of audience that you are working on before they granting more views.
What I would recommend is to focus on the keywords part around that niche to make sure you will catch the right type of audience with your Hashtags.

If you are only getting 200-400 views on your videos, the account is likely to got shadowban already.
From my experience, I build hundreds of accounts daily, but any accounts that are getting under 500 views under a week per video, it is already considered to be exclude from my project.
Only accounts that are getting over 500 views per video are considered worth continue to work on to have a high chance of viral for that type of account,
Once it is gaining more traction from viewers, it will have a high chance to get millions of views later on.

making views on TikTok require posting of good content and adding of good captions with trend hashtags to get listed on related trend pages for growth/views from other profiles engagements.
