This is out of the realm of scraping per se but you can always consume public API's using PHP. I pulled up the following list of public api's searching google:

Best way is to sell data not scripts, clients would not want to deal with proxies/ accounts anyway. You can easily automate uploading data to google sheets or gigasheet and charge it as a subscription.
