And does that device have any API or other means to programmatically interact with it? If so, creating a panel won't become an issue (though it would be better for the developer to have same device on file unless you are able to do the coding stuff yourself) as long as you're ready to have some kind of home server set-up that will handle requests 24x7.

That kinda sucks as it'll require someone to be around all day and night and yet there shall be delays for the client. Some services that send SMS verification codes put a expiry timeout which could be pretty tight, like 5 or even 1 minute so the service should be realtime or it would be pointless.
