you can buy a domain for $1 and get hosting for $1, then build a list with aweber (free first month) build an squeeze page and redirects to some offer, get traffic from fb ads, you can start with nothing, fb will charge you until you spend $5, so there you have it, with $5 you can get some clicks and cash depending what you are promoting, then time to scale it up...

You can't make money with $ but with work and by executing steps, trial and error.
Some steps do require budget I won't disagree on that, but $ budget alone is useless if you don't know how to implement it.
Please ask yourself the right questions, your question is too broad, I am not hating I really want to help you and this is a truly friendly reply of mine.

How much do you need to meet your bills?
If you are a standup person you could be a VA and learn from the people you work for. Everyone wants a reliable VA. If you live in Eastern Europe or Asia, you could make a relatively decent amount of cash once you prove you're reliable.
If you live somewhere more expensive get a real job, or sell your extra crap on craigslist.
From there go into paid traffic or seo.
Don't expect big bucks for at least 6 months.

You can get a promo on namecheap first year domain for $1, I'm sure there are other companies charging $1 for first year. Start a blogger blog and link to your domain, drive social media traffic to your website and put ads. The topic is up to you, you can look on Google Trends and see what people are searching for over the months and start your blog and social networks on the same niche and follow the trend.

Find domain at expired domains > buy it for 1usd > buy hosting for 1 usd> get recover deleted articles from deleted domains in your niche from archive.org and collect these articles > for the left 5usd buy some backbones there and build yourself forum profile links and comments.
