You're probably better off buying Jr VIP here on BlackHatWorld and paying $30 for Marketplace thread and sell here instead like @Social Sparrow said.

Fiverr or Upwork or anywhere else is high competition. Atleast over here the moderators will have a look at your service and assure members if your service is good or not, so you will immediately have credibility, whereas on Upwork and Fiverr nobody assures your work and the only way is to actually get some sales and reviews first to gain credibility which takes a lot of time.

I will try, but I must figure out a list of services.

Instead of saying you know this and that and can do art design ( which could mean anything)!
Get yourself a website, start with what you can do best, if you do website designs, do 5-10 beautiful ones from A to Z, don’t miss anything and put them on your website, if you do t shirt designs then by all mean go ahead and do another 10 amazing designs and post them there. Make packages: like T shirt design with logo and a quote ... whatever = $45, T shirt design with art on front and back ... blah blah $90... put everything on your website so your visitors can see samples of your AMAZING work, can see prices and packages and can even order there. Don’t just go and try to market yourself as amazing art designer, you need to show people how amazing you are, SELL YOURSELF TO NO END! Learn the art of selling first so YOU CAN FIND JOBS.
I have met tons of people throughout of my life and many of them are amazing in what they do but 95% of them could never do good as freelancers!! Including lawyers, CPA, designers, mechanics to name few. All of them wanted to be their own boss and not having to work for anyone but the problem is all of these failed because they DO NOT KNOW THE ART OF SELLING. Learn how to sell off yourself first before you start swarming to do freelance work on upwork, fiverr ... your first step is at least work for it, sit down and do some of your “claimed” amazing work and post it somewhere for everyone to see, no one will even buy any of your service if you don’t even show how serious you are at the job you can do.
Sorry to be a blunt, it hurts me to see gifted people get wasted that they can’t find jobs when in fact if they really want it ..... they will find a way .... learn how to sell yourself
