Are you talking about an animated gif? If so, there are a variety of websites that will allow you to create one. You could also just right click and save the file from the internet.

I have a celebrity image site that gets 2000+ views per day from Google Images. I find the best ways are to
- Build a bunch of backlinks to your site
- Put text on the pages that have the image
- Use alt tags in the image
- Make the file name relevant
If you do all of those, odds are your images will eventually start showing up in the Google Image results.
