how do people make make them? for example i saw a video where a guy opens skype code generator but how do they make this software? (i know its fake just the designing of it)

It's extremely simple, just install Visual Studio and create a forms project.

You wont be able to change one one though. Well.. you could but it would take take farrrrrrrrrrrrr longer and be be farrr more complx than just making a new one.

there are many Youtube tutorials teaching this type of application creations... its mostly done in VB
