It has to be an interesting page for one, and be creative. I had that same problem until recently, now have many pages going viral....there are ways to do it though, without getting banned.

You have to do Shoutout for shoutout with other big pages and your users will grow up day by day

bro, when it comes to getting things viral, you don't ask on public forums for such ideas.. If I know something can go viral, why would I not try myself instead of telling you.
bottom line is that be creative and think what YOU can do to make your page viral..

Share and ensure your images and headers are unique and shareable!

Join as many groups as possible in your niche. Post your page link or share whichever is safe in your case. Publish interesting posts from time to time. Create a group to promote your page and create events from time to time. Announce giveaways and offers on your page that are affordable for you. I think this much is enough.
