How to make different flat rate shipping costs based on country

    So right now, I basically set my international shipping as a flat rate to worldwide.
    I try to know based on weight how much shipping should be but the problem
    is that some countries, cost much more than others for the exact same weight item.

    So for example, if I have my flat rate shipping to be $10, most countries I ship to, is well under
    $10 and I make my profit from there. But some countries like Chile, Saudi Arabia for example
    are quite pricey and the exact same item ships for over $10.

    So now, if I try to bump up my flat rate shipping cost to $12, that's better for chile or saudi arabia,
    but then all the other countries are still much cheaper that I might be scaring away customers just so that i could make sure my shipping rate is high enough for a couple place like chile/russia/sa that are normally a bit higher.

    So it's a very tricky balancing act. Isn't there a way where I can just make it a certain flat rate shipping fee for the worldwide but set individual shipping fees for a few exceptions?
