How to make Cannabis Ads? Should i use unbounce?

you can use unbounce, but they do ban you from time to time. so make sure your landers are saved.

yes Google Don't Allow Cannabis , But who is stopping you making some effort to do so ?

By "unbounce ads", I guess you mean using Unbounce landing pages (always have a domain and never use the unbounce subdomain in GAds.
Regarding advertising cannabis in GAds, on paper, Google considers cannabis as a recreational drug. It doesn’t matter how or why people use it, their policies does not allow you to advertise it. Since 2019, Google has been running closed test programs for CBD companies. This means some specific CBD companies and have been given permission by GAds to run ads. BUT, the workaround is to do it the blackhat way : use alternative keywords and cloaking. (I do not provide any blackhat coaching, please note).

I guess their policies are quite stringent against CBD products and no one would like to take a chance with that

Try Meta Ads; use videos with AI-generated avatars—they tend to pass moderation easily.
