GSA search engine ranker is also a great tool for making lots of links. Lots of do follow links as well, it depends what engines you use.

You can try SB Bomber by Clyde.
SB Bomber has built in site list and it is updated daily.

But don't know if Clyde keep updating the list or not since I see the Official Thread is no longer active :\
 
First of all you have to know that bulk backlinking will not help you so much if you don't write proper articles - you may even kill your website. So, of course, buy one of the above mentioned tools but after that just focus on the right steps for building up good articles with good niche directions
 
There are many tools that would allow you to do that, depending on the level of automation that you require. GSA is perhaps the best one out there for now though you could also use senuke xcr, no hand seo, rankbuilder, licorne aio, sick agent and many others. Get free trials from the official websites and play around with them.

Why do you need these many backlinks? Are you looking to point them directly at your money site?
 
You can use free trials - but the best is to buy at least 1 tool and use it to see some results
 
I want this for fiverr purpose I saw many gigs out there earning a lot of money from back links.
