How to make a site like THIS? with CPA?

Hello there, I need help in web design.

I want to offer some codes on my site. And I need something like this:
Landing page with generate button. After clicking "Generate" appears CPA gateway. After completing survey visitor gains access to code - he has to fill offer to see it. Every click in "Generate" button is CPA gateway and another code to get after another offer completing.


Site has to use codes from list. Site must be able to generate next code from the list. And I should be able to update code list.

So:
you go on my website -> you click "Generate" -> you have to complete CPA offer before you see code -> you see code after completing survey -> you can complete another survey to get another code, which is exactly next one from my list.

Is it difficult to made?
