How to make a Pay Per 1000 Downloads Site?

Hello, I just devised a new plan for the niche I'm in, in order to dominate the eff out of it. The problem is, however, is that I have no idea how to make a Pay Per 1000 downloads site, and that's what I need for my niche. Can anyone steer me in the right direction? Here's what I want:

• Single IP can only count for 5 downloads a day to prevent system exploits.
• A 15 Second timer.
• A captcha.
• A way for members to request a payout.
• Encrypted links to prevent direct hotlinking.

Yeah, basically a generic download site most people hate, but hey, money is money, and people will eat this up in this niche

Also, on the side note, I want the site to have closed registration so only I can choose who can upload files, so no copyright infringement.
