Hello, (my old ebay& paypal account is suspended.) I am looking to make a new paypal stealth account?. What steps i need to take.? will i need my SS#? or ID? Please any help i would appreciate it.

You don't need to BUY a PayPal account.. just create your own. When you buy an account, and you login to this account, PayPal will see a new IP address accessing this account (with no established cookies), they will see you're attempting to change profile details, password, other details and even withdrawing funds. They will think the account was stolen and limit the account. If instead you create your own account you won't have this problem.
Even if you purchased an account, is your computer clean and not linked to any previous accounts? This includes browser cookies, flash objects, eBay software, your IP address and more.
It's much better to create your own account and to do it the right way.

I'd reccomend you have a look at the ebay stealth book google it up 
Paypal things to know...
1) A canadian paypal account can send/receive money without being verified. (So if you wanted to do something and then send the money out to main account this is good)
2) Logging into paypal with multiple IPS is almost always an autoban
3) Any prepaid/vcc connected to a bank can be used to verify a paypal account (So any companies that issue VCCs tied into bank accounts work. You can google for a list of these)
4) Also the way they ban suspend is not exactly air tight as all you need is a different first name on the account to bypass flags (So any family member will do. Brother, mother, sister, father)
That should be enough info for you to find your way and get you a new paypal... Also, if you use a family member then you can use the same ip that you were banned on if you have a static ip.. Easy to explain away as it being a new member of the family.. Hope this all helps you
