How to make a HTML report?

Does anyone know how to create reports similar to this one? Just a HTML file but having an easy to use program to make something like this would be great! I'm assuming some type of template is used.

That may be a simple PHP panel that take csv input to view as html.

Just edit that report itself? If it is html, it should be editable. Use vs code to edit it.

edit: It looks very much like a csv/xls turned i to a html to me. If you can’t edit html, try making the report with google sheets, and export the report to html when done.

You can do it multiple way, use a online service like jotform. Concert excel to html, Google this there are few ways to do it.
Lastly check the code of the file that you have , most likely they used a software or service.
