1. Learn Web design. Learn the various nuances of user experience management and various web publishing methodologies.
2. Learn Front End Technologies - HTML, CSS and Javascript.
3. Learn PHP as a backend language. I am recommending this, since you explicitly mentioned Wordpress.
You can opt in for some courses on Udemy. They're pretty damned good. For points 2 and 3, head over to codecademy.com and start learning.
You have a long way to go.

YouTube thenewboston has a ton of content
codecourse on YouTube has good php videos.
i would recommend starting off learning HTML/CSS (Bootstrap)
then get the basics of JavaScript
then learn to build a CMS (content management system) using PHP to get a general understanding of WordPress.
FYI, its not going to be "easy" and its not supposed to be "easy". follow along the tutorials, practice, practice and practice... once again practice. take notes and try everything at least 3-5 times before moving on. each time get creative, try to do something a little different than the tutorial.
and don't expect to memorize every piece of code, take notes and refer back.

OP said nothing about a new language. He just said he wanted to learn front and back end design. With how themes are currently coded, he could do wonders with Visual Composer and a good framework without really ever having to use much besides HTML/CSS.
If we're talking coding though, Code Academy is the place to gets hands on with a new language.

Unfortunately, wp is built upon php... Visual composers are not that bad, but not great either. Anyway, that is my opinion as I mentioned.
