How to know they cloaked?

Go to Google Chrome, find an extension, redirect path. Add it to chrome. And whenever you will click on any cloaked website and it redirects, you click on the extension button at top, and it will show you whether the page is cloaked or not. It will show you path of the redirection, If it deviates from the display URL, the page is cloaked. Hope that helps!

When you say cloaking and post in the seo section are you talking about doorway pages? Or something else?

Use a browser that lets you change your user-agent. Or add an extension to chrome to do it.

Set your user-agent to one of Google's. (list here). See if the page changes. If it does, then it is cloaked.

That's the whole point of cloaking, to make crawlers show a different page than to the user.

This isn't necessarily true. It normally is, but not always. Since Google started publishing their crawler IPs you can direct traffic/change content based on the user agent and IP now. You can send an X-Forwarded-For header with a Google crawler IP (this is how some paywall extensions work) which will sometimes work depending on their systems.

my fault, i put that into BH SEO part only for BH reason. seems Web design part would be a better choice
so is a general cloaking, like different users with different IP may see different pages.

It's really hard to find out, they have adsense ads but they still cloaking
 
With Google's cache gone, there are fewer vectors you can use to check for cloaking. There's still the Rich Results Test: https://search.google.com/test/rich-results
Click on the 'view tested page' link after you've checked a url and you should be able to see the html that was presented to Google. But competent cloakers will be adjusting their content for this UA too.
