Start a JV with someone who can index PDFs.
Google started delaying index of pdfs and parasites. Most sites that were used to spamdex are now ignored by Google. It's better to try a few indexers to check if any of them is working.

Optimize the meta data of the file can help you to index it naturally. Or else you can share the file to the social media or forum which is same as your chosen niche.

You can write a good article about it and create a guest post or something and try creating some backlinks towards it?
