How to index links like this?

This strategy is Tier 2 backlinks. Post you links on forums and discussions. After that, post these backlinks on another forums and discussions. A lot of work and timekiller but it works sometimes. Spammy technique.

It looks like he just dumps all his links into forum posts on poorly moderated forums. This method is used a lot, but I'd advise against it, as you're basically outing whatever links you built recently, and showing spiders that they're all associated with each other.

No guide needed, just find forums that get spidered frequently and paste your links into a forum post. You can just check the backlinks of the links he posted to find more forum that he's used.

tier 2 blog comments and other things could easily index it or use indexers .
 
create an XML sitemap and submit it to Google Search Console this helps Google crawl and index your pages more efficiently.
 
User tiered link building. If you do manual or does take half of your life. With an automation software like gsa ser or ranker x it's easy peasy. Just make sure to grab a good link list which is already indexed it's root domains.

OP, you can use GSA SER's built in tiering functions for this sort of indexing, using macros like %verified_url% and %verified_dofollow_url% liberally in some random content used as spider food
