If you can't submit via GSC because you don't own the website the article is posted on, it can be done by traffic. Social media shares such as retweets, Facebook shares, and pinterest repins will help get it indexed faster.

Twitter and Reddit always works for me. Especially when the accounts are aged and active.

I second the twitter route. One thing I did a few years ago that worked well for me was to create a page of the links and submit that page to GSC. I used it with great success for things like the "get a high DR backlink from ____" that you see every now and then on here. Couldn't tell you if the links sped up the indexing or if it caused them to get indexed, but I had an +80% success rate with it.

social media shares from aged accounts
i use addtoany plugin in firefox and have accounts on most of the platforms that is in that addon.
remember if the page you are trying to index sucks, it will not index that easily anymore.

You have to drive google crawlers in some way or another,
It really depends on the number of links, but social shares & spamdexing are the most commonly used with different methods & levels,
If you want to get it directly, you can simply go with an indexing service with an already built system
