what is this "PA of 28-77 & DA 67-95" mean?

What exactly are you saying, that you created backlinks on already indexed quality websites which have PA of 28-77 & DA 67-95 and which lead to your money site?
If so, then google will follow those links to where they lead and if they lead anywhere worthwhile that page will be indexed.

PA stands for Page Authority.
DA stands for Domain Authority.
These are MOZ's attempt to calculate how authoritative a web page/domain is. The higher the better, but MOZ is just a 3rd party.

You dont need any indexer service, If you are using Wordpress, here is the technique that I have found in order to index your backlinks in Google
1. Install the "Google XML Sitemap for Videos by Amit" Plugin and activate it
2. Then WP Dashboard, Go to Tools > "Video Sitemap" and click on "Generate Video Sitemap" button
3. Create a new post, Go to youtube.com, select youtube video related to your niche and embed youtube to new post and click on Publish
4. Wait your backlink to be index by Google
For my 10 backlinks site, 6-7 are indexed immediately using this method, cheers
