How to Index Backlinks on Bing?

I know most of people only care about indexing their backlinks on google but I would love to index my backlinks on Bing as well.
What is the easiest way to index backlinks on Bing?

Make already indexed backlinks to them.
If content of pages with your backlinks is good - it is possible Bing index it.

I do it sometimes but I don't want to build tier2 links for all backlinks.
I used to use bing webmaster tools, I would create redirects on my test site and then submit for indexing but this stopped working for me

You can make comments on blogs, on pages that are indexed by bing. 2-3 comments should be enough for indexing I guess
