If you see GBPs that are keyword stuffing and they are ranking above you or your clients, you can “Suggest an Edit”, or report it as spam if it becomes excessive. If you’re successful, your rankings could go up once they are out of the way.

Here’s what to do:

  • Check Google Maps for the keyword you’re interested in. For example “Tampa plumber”. If competitors are outranking and their business name includes the city name or a target keyword, you can look up their real business name on their business license in whatever state they are registered in. For example, in Florida this is https://dos.fl.gov/sunbiz/. You want to see what their real business name is because you don’t want to suggest an edit or report a GBP that isn’t breaking guidelines.
  • If you do find that they are keyword stuffing. The first step is to “Suggest an Edit” on the listing, and then update it to the real business name. Oftentimes, it gets reverted back quickly. So you may need to do this on a regular basis.
  • If this continues, you can report the spam to Google: https://support.google.com/business/contact/business_redressal_form

Somewhat blackhat but not I would be proud of. Nothing stops people from reporting those who aren't violating and may end up affecting innocent businesses.

I think negative SEO is not allowed on the forum. Great method nevertheless.

I don't think you have read the thread as this is nor blackhat SEO nor negative SEO. This is used even by average Joe business owner.
