How's your keyword research and on page? It sounds like your problem is more basic than that.

Keywords and On page is also good and ranking more than 50 keywords

Or should I focus on paid Guest sites?

How well was your research? You might be targeting keywords that are unrealistic to rank with you site at this point and you need to gain more authority by ranking on easier keywords. It could be that your content is not good enough.

Try some niche links and guest posts as well. The number of quantity links will perform better than quality links.

As I already mentioned, try using niche links and traffic guest posts as Tier 1 links. You did a lot of forums, Q/A sites, Medium, and free guest sites, those are all Tier 2 and Tier 3 links. Change your strategy and hope for the best results.

Forum links, O/A links, and Web 2.0 links are best used as tier 2 links. They are less effective when used as tier 1 links. Tier 1 links should come from strong, authoritative sources to significantly improve your keyword positions and drive good traffic.
 
Try to get high quality backlinks like real guest posts with high traffic, focus on the content as well.
 
A lot depends on how saturated and competitive your niche is. If you're going against legacy media sites that have been ranking for this niche for the last 15+ years, you wont see much movement towards the front of the page

The monthly 150 backlinks are probably part of the reason your site isn't ranking yet. Such consistent large amount of links are often garbage links.

Away from your links which I think you should stop, focus on keyword research, the keyword you target must be something you can realistically rank for or make serious attempt for, before going for links. Cover many easy keywords in your niche to give your site some authority.

The easiest thing to do is looking at what those you're trying to unseat are doing. If you're doing it better than them, at least from the POV of Google, nothing for you.
 
You are already doing the backlink method which is good for increase your ranking. Though , you need to ensure that your backlinks are coming from which source.

Ensure with your backlinks are coming from source which has high authority score .

And based on your niche you should decide which backlinks method suitable to you. That might be guest post, PBN, Press Release and so on.
