Make a site audit of the sites ranking in the first 3 positions.
Do as well as they are doing.
 
I am working on a new blog site for 3 months , i can see a great diffrence in number of impression. it is continuously increasing but Clicks are limited. someday its 4 or 5 and someday its only 1 with 1800+ impresssion. What steps should I take moving forward?"
 
your site seems to operate locally (Toronto), I recommend you look into getting reviews, NAPs, etc... backlinks will help too, but for local SEO reviews and citations are more important I think...
 
Try to create backlinks from high-authority websites. Also, audit your website with Screaming Frog or SEMrush and fix any issues your website has. I hope this will increase your website's performance.
