Apart from doing legit things, you may also go another route - purchasing your followers from a provider, and that should bump up your follower count ASAP. Buying followers would allow you to show that your social accounts are legit, or interesting, or something to look forward to - for new followers, so perhaps bumping up the follower count first, then getting legit followers later may also help.

Whatever you do, don't buy followers. You'll end up with bunch of people who followed you/liked your page, and not interacting with it, since they are all fake profiles.
Some of the most used tactics are follow/unfollow for Twitter, IG and Pinterest.
For Facebook, you'll probably have to spend some $ on ads to give your posts initial boost. Then invite users who liked your post to like your page too. Sharing posts to groups also isn't bad idea, as long as you do it smart (not spamming). What works well too, is tagging some users in your page's pics so their friends can see it. You can do this if you have some fake profiles with bunch of friends. Whenever you post a pic on your page, tag couple of people in photo (not in post description), their friends will see the pic in their newsfeed and eventually react to it (like, wow and so on
