It depends on what you are looking for.
1. If you do not want to spend money you could look for some exchange sites like youlikehits.
2. looking for niche targeted fans and have lots of money to invest then the best go is for FB ads.
3. Have limited money to spend you could take some fanpage likes services.

You can buy fans and you have to make your site more attractive for getting more fan following.
If you have high traffic blog, use fb like jacker to automatically increase your fb fans

Well actuallly what I am doing is creating a fanpage to use for viral scripts and stuff. I got no high traffic sites or blogs so..
