Is boosting the post the only way? I'm trying to boost my fan page account as well and wondering if there are smarter more cost efficient ways

That depends on your page. Is it business related page or personal, entertainment? Try to post interesting posts that makes people to like and share. Also you can tag your friends on your page's posts so that friends of your friends will see the post and engage in your page. There are other methods.

The best way what I can suggest you is,use HD Images and Videos for your posts and share with all the related groups,you can see the better engagement ratio.
