Coming to the point that, DR of your site can be increased by providing user focused content and directing the backlinks to particular page you want to rank for than to divert to random pages.
Also, build internal links
The link you get from the sites should be authoritative and high quality.

It all depends on your goal of increasing your site's DR. If you need to do it quickly, there are many blackhat techniques. If you need to do it using white methods, then there are also many different ways, but here you will already need to devote 10 times more of your time to this ...
